Metered usage date recorded API Output

I'd like to able to get the date recorded for metered usage charges from the API each time I put in a component charge. There is also no memo field in the API but there is an input for a memo in the interface.

I also would like to be able to set a memo for a quantity based component to allow my CSRs to know the specifics of those quantities.
