Meanwhile, our merchants in countries where such taxes are needed are able to figure out which customers are affected by taxes.

It's a matter of setting up your products to require the necessary address information when your customers first sign up to your products.

When you define a product, look for the Billing Address Settings section and be sure to check the box that says Require Billing Address at signup?

Then when it's time to figure out your tax payments, you can find your customers who are in affected countries.
